General Statement of Duties
Maintains Police Department records regarding crimes and arrests within the City, conducts a variety of crime and statistical analysis; does related work as required.
Distinguishing Features of the Class
This is difficult administrative, clerical, and technical work involving the management of the record-keeping activities of the City’s Police Department. The work is performed under the general direction and supervision of the Police Lieutenant, but considerable leeway is granted for the exercise of independent judgment. The nature of the work requires an employee in this class to work directly and closely with Police Officers, supervisory police personnel and the general public on a regular and recurring basis. Because an employee in this class is located in an environment associated with law enforcement, public safety, frequent public contact, and high volume production, the work may be performed under considerable stress.
Examples of Essential Work (Illustrative Only)
• Provides records dissemination to appropriate agencies according to private acts and open records law, involves separating, copying, and sending reports to persons or agencies as appropriate (reports to the Court, County Attorney, Juvenile and Adult Probation);
• Validates, reviews, and corrects crime and arrest data and sends to the FBI/DCI;
• Enters crime and arrest data into the in-house computer system;
• Types arrest data onto and maintains fingerprint files;
• Tracks court orders;
• Handles and processes public requests for information;
• Oversees, plans, organizes and manages crime analysis within the department.
• Performs strategic intelligence analysis work to foster intelligence-led policing.
• Develops, administers and implements a wide variety of activities related to the activities of crime analysis.
• Creates and manages intelligence databases, including input, processing, and output procedures, in an automated data processing or computer environment.
• Collaborates with Police Command Staff to navigate crime suppression efforts through tactical, intelligence, strategic, and administrative analysis by producing documentation, reports, and maps and makes recommendations based on findings.
• Prepares comprehensive written reports, graphs, charts (e.g. link analysis, communication analysis, event flow, timelines), tables, maps and other illustrative devices and visual presentation for dissemination.
• Attends and participates in intelligence, investigative and law enforcement information sharing meetings and conferences.
• Ensures compliance with Federal and State laws and department policies and procedures in the collection of criminal intelligence and data.
• Researches, makes recommendations, and implements industry best practices.
• Performs complex statistical and analytical research; random statistical samplings, correlation and regression analysis; and compiles needed reports on the results.
• Provides crime analysis training to police and other department personnel.
• Locates, retrieves, and processes information within assigned functional areas.
• Monitors available sources of media and intelligence sources to timely identify incidents and patterns.
• Performs the retrieval and analysis of various crime, calls for service, arrest and other data generated throughout the department.
• Collects data and information from a variety of sources to create usable and actionable intelligence information.
• Manages information sharing and collaboration network amongst the department and other public or private sector partners.
• Communicates with department divisions, outside agencies, community leaders and partners to exchange information and assist in coordinating enforcement efforts.
• Integrates information from crime analysts and police personnel into a presentation for Command Staff and unit supervisors.
• Develops statistical data resources to assist in proactive and targeted investigations; preventative enforcement and education; and identification of patterns, trends, criminal organizations, and known and repeat offenders.
• Oversees and performs special projects as assigned.
• Assists with routine administrative duties as required.
• Work closely with City Information Technology personnel.
• May present testimony at preliminary hearings, grand jury proceedings and trials regarding investigations conducted by the Department.
• Conducts cell phone forensics processes, acquisitions, extractions and examinations of digital evidence; creates forensics images. Creates working copies of evidence for case agents; maintains evidentiary chain of custody and property and property controls; sterilizes storage media; extracts mobile device data; conducts examinations of computer images and mobile device extractions; assists with analytics of all sources of digital evidence; produces reports; testifies in court cases.

Required Knowledge, Skills, and Abilities
• Thorough knowledge of office terminology, procedures, and equipment, including the use of standard office machines and equipment;
• Thorough knowledge of computer software applications used within the Police Department for record-keeping purposes;
• Thorough knowledge of record-keeping procedures and practices;
• Thorough knowledge of police forms, terminology, and records;
• Thorough knowledge of Police Department functions, procedures, policies, and organization;
• Thorough proficiency in research, data/statistical analysis methods and techniques;
• Thorough knowledge of state and federal police record-keeping and reporting requirements;
• Thorough knowledge of business arithmetic, statistics, and English composition and spelling;
• Skill in the original composition, editing, proofreading, and final preparation of written materials;
• Skill in the assembly of numerical data and production of statistical reports;

Acceptable Experience and Training
• Graduation with a bachelors degree from an accredited college or university in criminology, law enforcement or closely related field with two years as a crime intelligence analyst, criminal investigator or closely related field, OR
• Bachelor's degree from an accredited college university with five (5) years of professional experience as a crime intelligence analyst, criminal investigator, or a closely related field, OR
• Any equivalent combination of experience and training which provides the knowledge, skills, and abilities necessary to perform the work.
Required Special Qualifications
• NCIC certification in the state of Iowa within three months of employment;
• Working knowledge in geographical information systems (GIS), mapping applications, computer aided dispatch (CAD), record management systems (RMS) and law enforcement exposure preferred
Essential Physical Abilities
• Clarity of speech and hearing which permits the employee to communicate well with supervisory personnel, Police Officers, other City employees and the general public, both in person, and by telephone;
• Sufficient vision, with or without correction, which permits the employee to produce and review a wide variety of written and electronic materials;
• Sufficient manual dexterity, which permits the employee to operate a computer keyboard, to make handwritten notations and handle a large volume of reports and files;
• Sufficient personal mobility which permits the employee to handle the filing and retrieval of a large volume of records and materials.

Sick Leave
Sick leave is earned from the first pay period of employment. A full-time employee will earn four hours per each two-week pay period, to a maximum accumulation of 1,040 hours.

Employees in this classification of employment are required by state law to contribute to the Iowa Public Employees' Retirement System (IPERS).
Deferred Compensation and Individual Retirement Accounts (IRAs) (Policy 3.14)
Deferred compensation (Section 457 of the IRS code) is a method to enable public employees to defer federal and state income taxes on a portion of their savings. Taxes are paid on the savings and earnings when withdrawn, usually during retirement, when the employee is presumably in a lower tax bracket. ICMA (International City/County Management Association) administers the City’s deferred compensation plans and both traditional and Roth IRAs. These plans are available for regular employees who are regularly scheduled to work at least 520 hours per year. Employees may elect to contribute to these plans through payroll deductions.
