Starting Pay Rate: $24.11/hour

General Statement of Duties

Performs skilled maintenance tasks necessary for the maintenance and repair of park buildings, grounds, equipment, and facilities; does related work as required. Involves occasional supervision of other employees.

Distinguishing Features of the Class

The work is performed under the general direction and supervision of the Parks Supervisor but considerable leeway is granted for the exercise of independent judgment and initiative. Acts as lead worker in absence of the Park Supervisor. The nature of the work performed requires that an employee in this class establish and maintain close cooperative working relationships with park maintenance workers, Parks Supervisor, other City employees, and the general public. At the direction of the Parks Supervisor, supervision is exercised over the work of employees in the class of Park Maintenance Worker II (when acting as lead), volunteers, Community Service workers, and seasonal employees.

Examples of Essential Work (Illustrative Only)

• Follows progress of assigned personnel on special projects and inspects completed work;

• Assures maintenance and quality of equipment and tools;

• Participates in the installation and repair of various mechanical, plumbing, irrigation, and pools, including Aquatics Center;

• Conducts preventive maintenance;

• Installs and repairs lavatory facilities and drinking fountains;

• Builds forms, pours and finishes concrete;

• Determines the proper mixture of fertilizers, insecticides, and pesticides and applies to ground vegetation;

• Performs seeding, fertilizing, mowing, and aerating of turf areas;

• Makes routine inspections of parks and recreational facilities and determines repairs;

• Operates a wide variety of vehicles and equipment, including, but not limited to, tractors and implements, dump trucks and trailers, small cat crawler, end loaders, fork lift, plow trucks, pickup trucks, motorized lawn equipment, small motorized snow removal equipment, stumper, herbicide spraying equipment.

• Operates a wide variety of hand and power tools, including, but not limited to chain saws, power circular saws, jigsaws, drills, drill press, electric welding equipment, gas cutting torch; and other tools related to the work of carpentry and general construction;

• Clears and maintains parks grounds and landscaped areas;

• Grades surfaces for playground installations and other buildings;

• Hauls rocks, dirt, debris, supplies, and equipment as necessary to perform assigned duties and responsibilities;

• Builds, maintains, and repairs fences, gates, wind breaks, dike system, playground equipment, shelters, walking paths, picnic tables, score sheds, and other necessary facilities and equipment;

• Participates in snow removal activities as necessary;

• Attends meetings, conferences, and workshops as requested and authorized;

• Performs related work as required.

Required Knowledge, Skills, and Abilities

• Thorough knowledge of grounds maintenance and landscaping practices, such as seeding, sodding, rolling, mowing, raking, sprinkling, turf spraying, and pruning of trees;

• Thorough knowledge of the construction, maintenance, and repair of parks buildings and related facilities;

• Thorough knowledge of the methods and procedures for the construction and maintenance of recreational and playground equipment;

• Thorough knowledge of the methods and procedures for preparing and maintaining sports fields and related facilities;

• Thorough knowledge of construction and motorized equipment safety practices and procedures;

• Ability to operate construction and maintenance equipment;

• Ability to use hand and power tools;

• Ability to operate, maintain, and make minor repairs to pumps, valves, and other irrigation equipment;

• Ability to communicate well with department personnel, park facility users, and the general public using both technical and non-technical language;

• Ability to establish and maintain effective working relationships with other department personnel, supervisory personnel, supervisory personnel, and volunteers;

• Ability to use logical and creative thought processes to develop solutions according to written specifications and/or oral instructions;

• Ability to perform a wide variety of construction, maintenance, and repair tasks with accuracy and speed under the pressure of time-sensitive deadlines;

• Ability to supervise the work of others;

• Ability to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology;

• Ability to exercise ingenuity and inventiveness in the performance of assigned tasks;

• Ability to prepare accurate and reliable reports containing findings, conclusions, and recommendations;

• Ability to communicate in English.

Acceptable Experience and Training

• Graduation from high school or equivalent; and two to three years of experience in parks maintenance and repair activities required; some experience supervising and performing building or grounds maintenance activities preferred; or

• Any equivalent combination of experience and training which provides the knowledge, skills and abilities necessary to perform the work.

Required Special Qualifications

• Possession of a valid Pesticide Applicator’s License issued by the State of Iowa within 6 months from date of hire;

• Possession of a valid State of Iowa Class A Commercial Driver’s License with air brake endorsement within 90 days from date of hire or as agreed upon due to class availability.

Essential Physical Abilities

• Sufficient clarity of speech and hearing, with or without reasonable accommodation, which permits the employee to communicate with other park maintenance personnel, supervisory personnel, park users and the general public;

• Sufficient vision, with or without reasonable accommodation, which permits the employee to observe park maintenance needs and problems and to operate motorized equipment and perform maintenance and repair activities for buildings, grounds and park facilities; vision ability for close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus;

• Sufficient manual dexterity, with or without reasonable accommodation, which permits the employee to use hand and power tools and perform construction and maintenance activities;

• Sufficient personal mobility, with or without reasonable accommodation, which permits the employee to enter and exit vehicles, work in cramped spaces, transport supplies and materials and operate a variety of tools used in park, facility and building construction and maintenance activities; ability to climb or balance; stoop, kneel, crouch, or crawl; and smell;

• Ability to regularly lift and/or move up to 25 pounds and occasionally lift and/or move more than 50 pounds;

• Ability to pass employment physicals including but not necessarily limited to drug testing;

• Annual participation in the City’s hearing evaluation program;

• Ability to comply with DOT-mandated drug & alcohol testing requirements, including passing random and other required drug & alcohol tests.

Insurance

Employees and their eligible dependents are eligible for group health coverage on the first day of the month immediately following start date of employment

Medical/Dental

• Health Partners insurance plan.

• $20 Office visit co-pay; $500 single/$1,000 family deductible; $1250 single/$2500 out of pocket maximum

• Major medical 90%/10% co-insurance if PPO providers are utilized

• Annual wellness/preventive benefits paid at 100% for eligible routine physicals, vision exams, etc.

• Prescription drug plan coverage along with mail order prescription drug service available for maintenance medications in a 90-day supply for the cost of $60 per 90-day prescription for brand name and $30 per 90-day prescription for generic.

• Dental plan covers preventive check up at 100%, along with 80% coverage for basic services (fillings, root canals) and 50% coverage for major services (bridges, crowns). $1,500 annual benefit maximum per plan member and $1,500 orthodontia lifetime benefit per plan member.

Life Insurance

• Employee Life insurance and AD&D of one times the employee’s annual salary paid at 100% by the City.

• Supplemental term life insurance may be purchased for the employee up to $300,000.

• Life coverage may be purchased for spouse up to $150,000, and for eligible dependent children ($2,000, $5,000 or $10,000).

Long Term Disability Insurance

• 180 day waiting period for benefits begin); Benefit is 60% of base salary with a maximum of $3,000/month

Vacation

The vacation schedule is as follows; 1 week after 1 year, 2 wks after 2 yrs, 3 wks after 5 yrs, 4 wks after 12 yrs

Paid Holidays & Personal Days

9 paid holidays: New Year’s Day, Good Friday, Memorial Day, Fourth of July, Labor Day, Thanksgiving Day, Friday after Thanksgiving, Christmas Day, and a Floating Holiday and 2 personal days granted on employee’s anniversary date.

Sick Leave

Sick leave is earned from the first pay period of employment. A full-time employee will earn four hours per each two-week pay period, to a maximum accumulation of 1,040 hours.

Retirement plan

Employees in this classification of employment are required by state law to contribute to the Iowa Public Employees' Retirement System (IPERS). Although the principal focus of IPERS is to provide an adequate retirement plan for career public employees, even if employees do not retire under IPERS the contributions made by the employee will always be their money.
